Ecological surveys are increasingly required by local authorities whenever a site is to be developed or a change in land use is planned. Under the Natural Environment and Rural Communities Act 2006 (NERC) and Planning Policy Statement 9 (PPS9) they have a responsibility to protect and preserve biodiversity. As a result, protected species and other ecological issues are a material consideration in the planning process. Local authorities have an obligation to ensure all ecological issues are resolved or investigated before planning permission can be granted or determined. Ecological Sustainability can liaise directly with local authorities to ensure any surveys carried out cover all their requirements.
Many surveys requested by local authorities can only be carried out at certain times of the year. Because of this, it makes sense to appoint an ecological consultant as early as possible in the planning or development process. In this way delays can be minimised and money saved by ensuring that all necessary surveys are carried out as soon as possible.
